1.1 Summary
This specification specifies the technical requirements for the manufacturing, tests ,preparation of shipment and delivery of 110KV cable and associated accessories which form the scope of supply and work to the bidder.
Bidder shall read the Bidding Document carefully. Specifications for the Goods offered by the Bidders shall comply with the requirements set forth in the Bidding Documents.
In case of the conflict between documents relating to the inquiry, purchase order the following priority list shall apply:
· Purchase order
· Material list /schedules
· This technical specification
· National standards
· International standards
The supplier shall inform /consult the owner in case there is a conflict among the above the documents.
1.2 Applicable standards
The Normative document as shown below form part of this specification. Each Normative document shall be the latest revision. All materials and work included in this specification shall conform to the applicable provisions of these Normative document. In case of any conflicting or

different standards, the strictest one shall prevail, if the technology or materials standards adopted in the design and manufacture are not included in the scope of standards mentioned above, the Supplier should submit the selected standards to and get approval from the owner, any change made by the Supplier must obtain advance consent from the Owner.

There are totally eight (8) 110KV cable circuits in this scope, bidder can find the specific scope of supply from the Material List table (Attachment 1), bidder also can refer to the Single Line Diagram Drawing (Drawing No. 60-016-00-0-0-00-006 Attachment 2) in red marked up to understand their supply scope.
Note: Due to the bidding is holding before the detail designing, so the total length quantity of the cable is the estimated figure, Bidder shall give the unit price and the quantity discount together with the quotation for the additional or deletions.
3.0 Scope of Service
Apart from the scope of supply, Bidder shall confirm and give quotation for the following work and service in their bid proposal:
3.1 Install of the 110kv cable accessories
3.2 Provide site supervision work for the cable pulling and cable (incl. cable accessories) test.

3.1 Review and make comments for the design of cable race work (trench / and the cable tray), if there is any routing design is not conform to the cable laying requirement, cable supplier shall inform the owner timely.
3.2 Help owner to check the cable length according to the cable routing drawing and the site actual ( cable routing drawing will submitted to for the final successful bidder later)
3.0 Technical Condition
The design, manufacture and test of the 110kV cross-linked polyethylene power cable and its accessories shall conform to the requirements of the standard indicated in Clause 2 except otherwise stipulated.
4.1 Application condition:
3.1.1 Power system Rated voltages (U0/U) and frequency: 64/110kv, 50Hz
3.1.2 Power system maximum operating voltage: 126kv
3.1.3 Type of earthing : Solid grounding
3.1.4 Basic Insulation Level (BIL) :
Lightning Withstand Voltage: 550kv (peak value);
Power Frequency Withstand Voltage of 30 Minutes: 160kv .
3.1.5 The expected three (3 ) phases short circuits of conductor and lasting time: 40kA, 1s.
3.1.6 The expected short circuits of single phase and lasting time: 19.6kA, 1s.
3.1.7 Cable transmission current:

4.2 Cable laying :

4.3.2.2 In each circuit, the three single-cores cables are arranged horizontally. The inter-phase space:

3.1 Cable termination:
Only two kinds of Cable termination kits will be used in this project: GIS connection termination, and the transformer termination.
3.1.1 Applicable termination Type:
· 110 kV GIS terminal:SF6–Gas immersed , plug-in type ( only Pfisterer product can be adopted ) cable termination, Each suit shall be consisted of the female socket and the male connector, three phases.
· Transformer oil immersed, conventional type, bidder can specify two or three cable accessories sub-vendor in their proposal.
3.2 Insulating & direct joint of the cable; T joint of the cable metal sheath
3.2.1 Insulating & direct joint of the cable;
Adopting the whole pre-fabricated structure
3.2.1.1 The outside of the joint shall be fully covered by the sealer. The sealer must be well bond with the outside sheath of the cable. The insulating level of the joint shall not be lower than that of the cable, and the insulating level of the sealer shall be equal to that of the outside sheath. The voltage-withstand at both sides of the insulating ring of the insulating joint shall not be less than two times of the insulating level of the sealer of the cable.
3.2.2 T joint of the cable metal sheath.
The structure of the T joint has been shown in the attachment –5.
3.3 Cross-interconnection earthing box:
It shall adopt the stainless steel sealed case. The internal wiring shall meet the single-phase fault requirement. The protection degree shall not less than IP55, the Supplier shall submit the sealing test performance report.
General: the cable shall be manufactured on a dry vertical VCV line, insulation ,inner and outer screens shall be adopted by simultaneous triple extrusion.
4.1 Cable conductor:
The conductor shall meet the requirement of IEC 228, which adopt the structure of twisted-compact circular conductor. The conductor shall be smooth, free of grease and dirt, free of damaged shield and free of insulating burr, sharp edge, swelling, single wire fracture and any other defect. It shall be tightly stranded through the compaction technology.
4.2 Conductor shielding
Conductor shielding is formed by super-smooth semi-conducting screen materials extruded on conductor. The approximate thickness value is 0.8~
The insulation materials shall be the super-clean cross-linked polyethylene materials, the shield layer and insulating layer with three layers co-extruded and dry cross-linked method.
The nominal thickness of the main insulating layer shall conform to the provisions of GB11017, the eccentricity of main insulation is ≤8%.
4.4 Insulation shielding layer
Insulation shielding layer being the extruded super-smooth cross-linked semi-conducting shielding layer.
4.5 Moisture Barrier
Moisture Barrier: consisting of semi-conducting water stoppage expansion belt, to meet the requirements for longitudinal water stoppage.
4.6 Metal sheath (metal shield)
Metal sheath (metal shield): Only adopt seamless type corrugated Aluminum or Lead metal protective sheath. (The purity of the aluminum shall not be lower than 99.6%, and the thickness ≥

outside sheath: Lightning Impulse voltage withstand: 47.5 kV, power frequency voltage: 24 kV/1 min.
The information such as factory name, type of cable, voltage, conductor cross-section, manufacturing date and sign of measuring unit shall be printed in outer sheath of cable in succession. It is not allowed there is no marking within continuous
Each drum of cable must have a pulling terminal, which is crimped with the conductor, and firmly connected with the metal sheath. The maximum allowable pulling force of the cable is 70 N/mm2, the lateral pressure shall not be less than 5 kN/m, and the laying bend radius shall not exceed 20 Ds (Ds refers to the external diagram of the cable), and not exceed 15 Ds after installation.
Cable should be supplied in returnable, strong, metal drum constructed to protect the cable against all damage and displacement during transit, storage and subsequent handling and stringing operations in the field.
At all time of manufacturing, processing, test, inspection, the Owner’s representative have the right to supervise and witness. The Supplier can't refuse. The Owner’s representative is not responsible for quality of Goods.
4.2 Shop inspection
The Supplier shall five at least ten ( 10) working days notice to the purchaser before the shop inspection and sample test are to be carried out, and the Owner should answer the Supplier whether go to witness within 10 days. Additional costs ,if any , for including witness tests shall be submitted with the quotation.
No Goods shall be dispatched from the manufacture’s factory before it has been satisfactorily inspected and tested, unless the inspection is waived by the Owner in writing. In any case the Goods shall be dispatched only after all tests specified herein have been completed satisfactorily.
The type test certificates of the cable shall be provided in the quotation to confirm that the cable has been fully tested in according with the provisions of GB 11017 Standard.
The cable accessories shall be tested in according with the applicable IEC/GB publications. Certificates of the cable accessories shall also be provided in the quotation stage.
4.4 Routine test
The manufacture shall perform the routine test in according with DL509, GB11017 and requirement of this specification on the total cables, if the cable will be shipped in units at different times , the routine test may be performed on the separated units , the results shall be record in the test report , the routine test should attached with drum, at the same time, the Supplier shall submit three copies of test report to the purchaser in addition.

Sampling test should be made in accordance with DL509 and GB11017, and test reports should furnished to Owner prior to shipment of the Goods.

3.1 Electrical test after installation
3.1.1 The electrical test after installation should adopt one of the following two test methods.
a) 64kV 24h power frequency withstand voltage test
b) 192kV 15min HV D.C. withstand voltage test.
3.1.2 D.C. withstand voltage test of outer sheath

4.0 Packaging, storage and transportation
4.1 The cable drum used in cable delivering should have dependable waterproof sealed protection on two sides. Only one length of cable can be placed on each drum. The following content should be marked on cable drum: drum number, cable type, specification, length, gross weight, factory name, rotating direction, manufacture date and the purchaser’s name.
4.2 Methods of seal drum shall be decided by the delivery condition
4.3 A copy of routine tests report should be adhered on the cable drum
5.0 Design liaisons meeting and supervision
5.1 After the Purchase Order is placed, the design liaison meetings and manufacturing supervision will be adopted to arranging and inspecting the process of designing and manufacturing, so as to harmonizing the interface of design, properly solving the technical problem , promote the project executing , and satisfy the schedule of the project .
5.2 The design liaison meetings is arranged step by step by the progress of the schedule of the project , the numbers of the communion conference , the place of each meeting, the schedule , the numbers of people, the theme , and manufacture supervision or so , all of these will be settled and written in document before business contract is subscribed.
5.3 Before the meeting is taken place , both the Owner and the Contractor should exchange the technical documents and the drawings in advance . In the meeting, a minutes of the conference will be signed. And it will be milestone of the engineering design and the equipment manufacture.
5.4 Manufacturing Supervision: The time of manufacturing supervising is approximately set down in two stages which are date of the three layers co-extruded and routine tests. The Owner would inform the Purchaser the time to send representatives to supervise in the factory in advance.
6.0 Document commitment requirement:
Bidder is requested to submit the following document information in their bid proposal:
6.1 Proposal information :
· 110KV Cable and 110KV cable accessories product catalogue data.
· 110KV Cable and cable accessories completed specification /data sheets/ type tests report.
· Overall dimensional outline data of the cable
· Overall dimension of the cable kit such as cable transformer connection termination and cable splice etc.
· List deviations from specifications, if applicable.
· Name the testing authority and certificate number covering fault rating capability as specified.
· Fulfill and submit the product illustration table (Attachment 3) together with the bid quotation proposal.
· Submit the Sales and Operation Performance table (Attachment 4)
