请问，有人知道RVV 2*19/0.15 的技术参数吗？（绝缘外径，护套外径）或者这个应该参照什么标准呢？

你这名称错了，
这不是RVV，应该是AVVR2*0.3平方的，
绝缘厚度0.5
护套厚度0.6
导体最大单丝直径0.16
常温20摄氏度时导体最大不超过电阻值69.2/KM
70度时绝缘电阻最小不低于0.014/KM
执行标准JB 8734 -4
